Is it possible to buy an "English" TOSHIBA operating system in China on vacation, so I can use it at home?

Yes, it is possible. Especially in big cities like Beijing and Shanghai. There many international computer vendors such as IBM, Toshiba or Apple. I suggest you approach a large tent, unless you risk being cheated.
